Notice of Public Comment Period 2021 Consolidated Annual Performance and Evaluation Report and Draft Amended 2022-2023 HOME–ARP Allocation Plan

To all interested agencies, community boards, groups and persons:

South Dakota Housing, in partnership with the Governor’s Office of Economic Development,  is announcing a 15-day public comment period for the 2021 Consolidated Annual Performance and Evaluation Report (CAPER) and the Draft Amended 2022-2023 HOME–ARP Allocation Plan.

The 2021 CAPER documents program performance of the U.S. Department of Housing and Urban Development (HUD) Housing and Community Development Programs. The performance is based on funds received, commitments and accomplishments made on the use of these funds during the 2021 program year, Jan. 1, 2021 to Dec. 31, 2021.

The HOME-ARP program provides funds to developers and service providers to assist individuals or households who are homeless or at risk of homelessness, fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or human trafficking, and other populations where assistance would prevent homelessness or serve those with the greatest housing instability. Eligible activities under HOME ARP include rental housing, tenant-based rental assistance, supportive services, and non-congregate shelter. The purpose of the amendment to the HOME-ARP plan is to allow projects which have limitations and preferences for specific qualifying populations within the HOME-ARP program. 

The 15-day comment period will run from March 1, 2023 until March 15, 2023.
