Emergency Solutions Grants Program (ESG)
The Emergency Solutions Grants Program (ESG) is a federal block grant authorized by subtitle B of the McKinney Vento Homelessness Assistance Act and is funded by the US Department of Housing and Urban Development and is administered by SD Housing for the State of South Dakota. ESG funds provide for emergency shelter and homelessness prevention activities including short-term and medium-term rental assistance and services to stabilize and rapidly re-house individuals and households who are homeless or at risk of becoming homeless.
Eligibility Requirements
Applicants must be non-profits or units of local government. Governmental organizations such as public housing agencies and local housing finance agencies are not eligible applicants under the ESG program. Applicants must be in compliance with ESG guidelines 24 CFR Part 576 and applicable state and federal policies and procedures, including compliance with federal and state non-discrimination laws.

Applications are made available by SD Housing to units of general local government and to private non-profit organizations, and awarded on a statewide, competitive basis. Grant allocations are made annually in the spring/summer.
Complete applications are due to the South Dakota Housing by 5:00 p.m. Central Time, May 31, 2024. The application deadline is firm as to the date AND hour. SD Housing will accept applications submitted electronically. Applicants can choose to continue to submit a hard copy application or submit electronically utilizing the upload option linked below. Applicants cannot submit applications via facsimile.
Total funding available: To Be Announced.
60% of the total funding will be available for street outreach and shelter operation activities
40% of the total funding will be available for homeless prevention, rapid re-housing activities and HMIS activities. -

Sustainable Housing Incentive Program (SHIP)
SDH is currently not accepting SHIP applications.
South Dakota Housing recognizes the investment service providers and landlords are willing to make to help individuals and families who need additional assistance in finding and maintaining permanent housing. The Sustainable Housing Incentive Program (Program) was created to provide financial resources for service providers and participating landlords to cover direct expenses related to finding and maintaining permanent housing for the “hard-to-house.”
Eligible program participants are individuals and families with a household income below 50% of area median income, per HUD standards. These households are classified as greatest risk of housing instability due to multiple barriers that may exist such as poor rental history, homelessness, formerly incarcerated, those with chronic physical or mental disabilities, chronic substance abusers, transitioning youth, or disabled veterans.
Qualified Households typically have social and economic circumstances that limit their housing opportunities. Persistent housing instability often causes these families and individuals to rely more and more on non-profit support and emergency services. SHIP seeks to be another tool for communities to break the cycle of homelessness.
The SHIP Program can provide one-time assistance and should, whenever possible, work in collaboration with other housing assistance and supportive services for households that need longer term support.

Continuum of Care (CoC)
The South Dakota Housing for the Homeless Consortium was created in 2001 to help unify the people who provide services to the homeless. Throughout the years the Consortium has identified gaps and created programs and services that make it easier for people to make it on their own. Since its initiation, the Consortium has received millions in federal funding to provide development, operations and supportive services to a variety of homeless programs across the state.
HUD allocates homeless assistance grants to organizations that participate in local homeless assistance program planning networks. Each of these networks is called a Continuum of Care (CoC). In order to access these funds, SDHHC must submit a HUD Continuum of Care Consolidated Application.
Coordinated Entry System (CES)
Coordinated Entry System (CES) connects the homeless or those at risk of becoming homeless with available resources. CES consists of seven physical access points (service providers) and a toll free phone line. The CES process assesses the individual’s needs and connects them to the appropriate services. The purpose of CES is to ensure individuals are receiving appropriate services within a consistent streamlined approach.

The Homeless Management Information System (HMIS) is a software application designed to record and store client-level information on the characteristics and service needs of homeless persons. HMIS is a web-based software application that homeless assistance providers use to coordinate care, manage their operations, and better serve their clients.
