Coordinated Entry System
Coordinated Entry System (CES) connects the homeless or those at risk of becoming homeless with available resources. CES consists of seven physical access points (service providers) and a toll free phone line. The CES process assesses the individual’s needs and connects them to the appropriate services. The purpose of CES is to ensure individuals are receiving appropriate services within a consistent streamlined approach.

Emergency Solutions Grant Program (ESG)
The Emergency Solutions Grants (ESG) Program can provide assistance to eligible individuals and families with a household income below 30% of area median income, per HUD standards. These households would be literally homeless or at imminent risk of losing their housing. Please contact the Coordinated Entry System (CES) to complete a housing needs assessment. The agencies that administer the ESG and CoC housing assistance programs receive referrals from the Coordinated Entry System.

Sustainable Housing Incentive Program (SHIP)
The Sustainable Housing Incentive Program (SHIP) can provide assistance to eligible individuals and families with a household income below 50% of area median income, per HUD standards. These households are classified as greatest risk of housing instability due to multiple barriers that may exist such as poor rental history, homelessness, formerly incarcerated, those with chronic physical or mental disabilities, chronic substance abusers, transitioning youth, or disabled veterans.
