Request for Proposals for the 2024 Continuum of Care Competition
South Dakota Housing for the Homeless Consortium (SDHHC) is currently requesting pre-applications from agencies interested in providing housing opportunities to resolve homelessness for individuals and families. Applicants interested in developing programs or applying for HUD homeless response funding should contact the SDHHC and make plans to complete the pre-application for the 2024 Continuum of Care Competition.
Funding is available through the US Department of Housing and Urban Development’s Continuum of Care Program and awarded in a competitive process. Funds may be used for new construction, rehabilitation, supportive services, operating and leasing, and rental assistance. The final Notice of Funding Opportunity has not been released yet by HUD, but it is expected that there will be bonus funding available for projects providing housing and services to survivors of domestic violence, dating violence, and stalking.
The 2024 pre-application form and additional information are available online at www.housingforthehomeless.org. Applicants will also need to complete the online application found on HUD’s e-snaps website.

The timeline for this year’s competition has been condensed due to the delay of the NOFO release and applications should plan for a quick turnaround time.

In 2001, the South Dakota Housing for the Homeless Consortium was created to help unify the people who provide services to the homeless. Throughout the years this group has been able to identify gaps, create programs and services that have helped communities address homelessness and keep their citizens safe. Since its initiation the Consortium has received federal funding totaling over $35 million to provide development, operations and supportive services to a variety of homeless programs across the state.
